Who is responsible for paying the utility bill?

The property owner is responsible for making sure bills are mailed to the correct address and payments are made to the City. The property owner can ask the city to send a copy of the bill to a tenant or another party. In case of rental properties, payment of utility bills is between the owner and the tenant. If utility bills are not paid at the end of the year, the amount will be assessed to the property taxes.
