Wastewater Treatment Plant

After consideration of several options, Montrose and Waverly have decided that the best, and most cost effective, path forward to expand Wastewater Treatment Plant capacity is to regionalize with the existing Annadale/Maple Lake/Howard Lake Wastewater Commission.  This will involve decommissioning the current Wastewater Plant located in Montrose and constructing a forcemain to connect Montrose, thru Waverly to the forcemain located in Howard Lake and thence to the plant located between Howard Lake and Maple Lake.  At the conclusion of this project both Montrose and Waverly will join the other three cities as owners of that plant.  

This will be a lengthy process that will begin in 2026 with final completion in 2029.  

The first step in this process is submission of a Wastewater Facility Plan to the Minnesota PFA.   This is necessary to obtain permission to build the needed infrastructure and to obtain funding - thru grants and low interest loans - to complete the project.  A public hearing on the plan will be held on March 11, 2025 at 6:30 pm at City Hall.  The draft plan can be found thru the link below.
